The Subclass 491 visa program is a point-tested visa, available to prospective applicants whose occupation is on a specific list published by each of the Australian States & Territories. For example, if you want to check if you will be eligible for this visa in Western Australia, you will need to check the WA Regional Occupation List.

If you hold this visa for at least 3 years, then you have a pathway to Australian permament residence.

Points System

Points are allocated in the same manner as subclasses 189 and 190 visas which is according to factors such as your Age, English language ability, Qualifications and Employment Experience.  

The Department also recently introduced additional points which relate to your relationship status and your Partner Skills.  

You will need your Migration Skills Assessment and English language test results in order to lodge an expression of interest for this visa and find out your total Points.

    Main Requirements

    You must: 

    • be nominated by a state or territory government agency 
    • have an occupation on a relevant skilled occupation list 
    • have a suitable skills assessment for the occupation 
    • be invited to apply
    • satisfy the points test 


    • stay in Australia for up to 5 years 
    • live, work and study in a designated regional area of Australia 
    • travel to and from Australia as many times as you want, while the visa is valid 
    • an assured pathway to permanent residence after at least 3 years.

    State or Territory Nomination

    If you are nominated for the visa, the Department of Home Affairs will invite you to apply.

    All state and territory government agencies have their own criteria for deciding who they will nominate. These criteria are over and above what is prescribed by the Department.
